It literally means:
We use it to complain about the lack of good weather, during winter and more generally when it’s cold or raining. This is a very common sentence when talking about the weather among French people.
You can say it as an icebreaker to launch a new topic of conversation.
For example: it has been raining for weeks and you are craving for your natural dose of vitamin D, then you might say: “J’en ai marre de la pluie, je veux du soleil !” (I’m tired of rain, I want some sun!)
Or you can use it to answer someone who asks you how you feel or what you want.
For example: someone asks “Comment ça va en ce moment ?” (How do you feel recently?) and you answer “Pas top, je veux du soleil !” (Not that great, I want some sun!)
